Chakras have two main purposes;
One - The creation of Consciousness: Chakras refine Life Energy into Specific Life Energy Dynamics (Thoughts) to inform the immediate Consciousness about the various areas of self. All the Specific Life Energy Dynamics refined from the energy of one heartbeat, focus together to create an area of energy activity. This focused energy activity is our immediate Consciousness, what we are Thinking right now.
Two - Facilitate Perception: Using our Core Attitude, we designate one biological chakra to Core Position. We can live for years with one Chakra only in Core Position. The Chakra in Core Position is the energy centre responsible for refining the millions of life energy dynamics needed to saturate the biofield and facilitate our Sixth Sense of Perception. Perception life energy in the biofield is used to Sense the Life Energy Activity (Thoughts, Attitudes, Intents) of Others in the environment.
Chakras process the Primary Life Energy created by each heartbeat into ranges of energy – Frequency Ranges. The ranges are sorted by amplitude of the energy waves.
Human Beings have seven biological Chakras:

The Red Base Chakra processes and refines Life Energy waves with amplitudes between 640 and 660nm, to frequencies between 50,000 and 250,000Hz.

The Orange Navel Chakra processes and refines Life Energy waves with amplitudes between 580 and 600nm, to frequencies between 250,000 and 400,000Hz.

The Yellow Solar Plexus Chakra processes and refines Life Energy waves with amplitudes between 560 and 580nm, to frequencies between 400,000 and 550,000Hz.

The Green Heart Chakra processes and refines Life Energy waves with amplitudes between 500 and 520nm, to frequencies between 500,000 and 650,000Hz.

The Blue Throat Chakra processes and refines Life Energy waves with amplitudes between 470 and 490nm, to frequencies between 600,000 and 750,000Hz.

The Violet Third-Eye Chakra processes and refines Life Energy waves with amplitudes between 400 and 420nm to frequencies between 700,000 and 900,000Hz.

The White Crown Chakra processes and refines Life Energy waves with all amplitudes between 380 and 4000nm to frequencies between 900,000 and 1,200,000Hz.
We use our Core Attitude to select our Core Chakra and therefore the size Life Energy Dynamics to saturate the Biofield with and facilitate Perception.
Chakras also refine Specific Life Energy Dynamicsto be directed into areas of focused energy activity to create Consciousness. These Specific Life Energy Dynamics are created after Perception and once each Chakra has assessed the immediate energy environment's potential to maintain Natural Needs and Self-Assigned Needs. The Chakra will refine a Specific Life Energy Dynamic to contribute to Consciousness only if there is Need not being met by the immediate energy environment. The levels of Need monitored by each Chakra are described by Maslow's Hierarchy of Human Needs.
The mechanisms which direct and control the continuous production and refinement of Life Energy through the Chakra System are Attitude, Intent and Consciousness.
The collection of Attitudes which control each Chakra create a specific Style of Perception and Thinking. The Style of our Perception together with the Thinking style of each Chakra influences our Personality Type. We often tend to select Attitudes and Thinking Styles (the controlling mechanisms of Life Energy) which are comfortable for us. Comfort comes from our level of skill and experience with creating Life Energy of that amplitude and frequency. We choose a particular way often, people remember us for it and a personality is seeded.
The Thinking Style of each Chakra used during times of decision making and judgement can be described with Bloom's Taxonomy of Thinking Skills.

BLUE THROAT CHAKRA
The fifth energy processing centre of the human biological Chakra System:-

The Blue Throat Chakra refines Life Energy generated by the heartbeat, to frequencies within the Blue Frequency Range.

All Blue energy (including Life Energy) has amplitudes between 460 and 490nm.

The Blue Frequency Range of Life Energy has frequencies between 600,000 and 750,000Hz.

The Channel of Life Energy supplying the Blue Throat Chakra is the Intellectual Channel.

The Layer of Natural Energy in which Throat Chakra activity occurs is the Ionic Layer.
The purpose of Consciousness refined through the Blue Throat Chakra:-
As the first Chakra processing energy from the Intellectual Channel, ‘Learning’ is the forte of this energy centre. Here also, feelings and emotions are transformed by the mind into expressions such as ‘laughter’ and ‘crying’. The Throat Chakra deals with everything to do with sound on both the Physical and Metaphysical levels. It is the communication centre and mediates all emotions and feelings. This energy centre also provides space from ‘self’ for inner reflection.
Perception with Blue Life Energy:-
The Blue Throat Chakra has the capacity to be set to Core position and refine enough Blue Life Energy Dynamics to fill the Biofield and be dedicated to Perception. The rate at which Core Blue Life Energy perceives and collects information from the Energy Environment is the range of frequencies between 600,000 and 750,000 Hz - the Blue Frequency Range. Using memory and experience, anyone Perceiving with the Blue Frequency Range will also recognise and clearly understand Life Energy Dynamics from the previous Chakras, that is they will also recognize and understand Life Energy Dynamics from the Red, Orange, Yellow and Green Frequency Ranges. While perceiving with the Blue Frequency Range one will be unable to clearly understand Life Energy Dynamics from the higher Frequency Ranges, that is they will be unable to clearly understand Life Energy Dynamics from the Violet and White Frequency Ranges.
The Blue Throat Chakra is the fifth energy centre human beings learn to refine Life Energy and create Consciousness with. Learning to Perceive with the Blue Throat Chakra happens most often during early adulthood. Using the Blue Throat Chakra to process Life Energy Dynamics from other Frequency Ranges and create Consciousness is a skill mastered during childhood.Consciousness created with the Blue Throat Chakra is used to address the fifth level of need on Maslow’s Hierarchy: Level 5 – ‘Cognitive Understanding’ – To know and understand one’s own environment and one’s position in it.
Consciousness refined through the Blue Throat Chakra uses Level 5 of Bloom’s Taxonomy of Thinking Skills, “Synthesis”, to make judgements.

Synchronised Consciousness refined with the Blue Throat Chakra is described as:-
Knowing the balance of expression, silence and speech. Knowing how to listen to the ‘inner voice’. Trusts intuition.
Sustained Unsynchronised Consciousness refined with the Blue Throat Chakra is described as:-
Despite much talking, cannot find expression. Fearful of being judged and rejected. Afraid of silence.
